‘The automobile scrapping policy in India was announced in March 2021 by the Ministry of Road Transport and Highways. The policy aims to promote the adoption of fuel-efficient and environment-friendly vehicles and reduce pollution caused by old and unfit vehicles.

Under the policy, commercial vehicles will be required to undergo fitness tests after 20 years of registration, while private vehicles will need to undergo the test after 15 years. If a vehicle fails the fitness test, it will be deemed unfit for use and will need to be scrapped.

To encourage people to voluntarily scrap their old vehicles, the policy offers incentives such as a waiver of the registration fee for the purchase of a new vehicle, a rebate of up to 5% on the purchase of a new vehicle, and a 25% discount on the road tax for personal vehicles.

The policy also mandates the establishment of automated fitness centres, which will use technology such as cameras and sensors to conduct tests on vehicles. The government plans to set up over 60 such centres across the country.’

Industry experts feel ‘the automobile scrapping policy is expected to boost the automobile sector in India, reduce air pollution, and promote the use of cleaner and more efficient vehicles.’

‘The equipment required for scrapping cars can vary depending on the scale of the operation, but here are some of the essential tools and equipment that a car scrapping unit may require:

Hydraulic shears or crushers: These are used to cut or crush the car into smaller pieces for ease of handling and transportation.

Magnet cranes: These are used to lift and move large pieces of metal from the car, such as the engine and transmission.

Cutting torches or plasma cutters: These are used to cut through metal components that cannot be easily removed using other methods.

Forklifts: These are used to move the pieces of the car around the scrapping yard.

Personal protective equipment (PPE): This includes safety glasses, gloves, hard hats, and protective clothing to protect the workers from hazardous materials.

The budget required to start a car scrapping unit can vary depending on various factors such as the scale of the operation, the location, and the equipment required. However, it can be a capital-intensive business that requires a significant upfront investment.

In addition to the cost of the equipment, there may be other costs such as land purchase or lease, labour costs, permits, and licensing fees. It is advisable to consult with a business advisor or accountant to determine the exact budget required and to develop a financial plan for starting a car scrapping unit.’
